It's best when we ask ourselves what is a method statement, to simplify the question and ask, what is the method? Although this is a health and safety document and its primary purpose is to help people carry out tasks safely, at its core it's just a set of instructions. It's a health and safety document detailing how elements of work or specific tasks should be carried out in a safe manner.

A HSE method statement should be site-specific and contain various elements such as company name, document author, date created, and project details, as well as a step-by-step guide listing a safe system for carrying out a task. On most occasions when we buy flat-packed furniture, the instructions are pictorial and can be understood in any language. Additionally, if there is a right and wrong way to do something where the wrong way may damage the product or cause injury to the person assembling the furniture, there are usually two pictures: One with a green tick and the other with a red cross. In effect, this is a health and safety document or a method statement listing the order of work and how to carry out each task safely.

A HSE method statement outlines, in detail, the work that will be carried out throughout the duration of a project. The document contains clear instructions on how work should be completed to minimise risks. Overall, the purpose of a method statement is to improve the safety of yourself and others, whilst helping you to act methodically in your approach to HSE.

Surprisingly, method statements are not required by law. However, the Management of Health and Safety at Work Regulations of 1999 outline that as an employer, you are responsible for preventing harm to your employees and the public - so a method statement is likely to help you achieve compliance. Method statements help you carry out work safely, so they are particularly recommended by our team for those of you who work in high-risk environments like construction, manufacturing, or with harmful substances.

It can sometimes be difficult to understand the difference between each HSE document, particularly the difference between a risk assessment and a method statement. They differ in their purpose. The risk assessment, a legal requirement, assesses the risks present on site and outlines how risks will be controlled. A method statement on the other hand is not a legal requirement and instead acts as a set of instructions for how work will be carried out safely. By using both, you’ll increase the safety of yourself, your staff, and the public whilst the project takes place.

Ideally, the person in charge of health and safety on site should complete the method statement, as it's likely that they’ll have the most knowledge and understanding of risks and procedures taking place. If you don’t have a health and safety officer, a site or project manager should complete the assessment instead, or yourself if you are a sole trader with no staff.

This method statement describes the work process for the following

  1. Start of works
  2. Setting out
  3. Basic workmanship
  4. Finishing
     

Now you can start to expand on each section of the scope of work's. Letting people know what order to do things in and how to carry out each task in a safe manner:

At the start of works:

  1. Read relevant risk and COSHH assessment and follow guidelines for the correct PPE.
  2. Sheet up and protect work area and surroundings , including signage and barriers as required.
  3. Visually inspect work area and only begin work's if it is a safe working environment.
  4. Cordon off the work area if required to do so.
  5. Ensure the area to be worked and exit points are clear of obstruction and that safe access and egress are maintained.
  6. Check any electrical or hand tools for damage or faults, faulty or damaged tools must be removed from service immediately.
  7. Do not leave tools and equipment unattended at any time

After the entire work process has been described it is important to sign and date the document.
